Road Traffic Safety Management Empowerment Programme

On 22nd December 2022, representatives from City-Link Express joined together with the Minister of Transportation, YB Loke Siew Fook, and the Secretary-General of the Ministry of Transport Malaysia, Ybhg. Datuk Isham Ishak for the Road Traffic Safety Management Empowerment Programme in Putrajaya. Also present was Datuk Seri Jean Todt, the United Nations General Secretary – Special Envoy for Road Safety who praised the efforts of the Malaysian Institute of Road Safety Research (MIROS) and Department of Standards Malaysia (JSM) in improving the road traffic safety management in Malaysia.


As our communities are now more dependent on e-hailing and p-hailing, it is more crucial than ever to ensure the safety of the workforce and others in traffic. While it is everyone’s responsibility to make the road safer, we are aware that City-Link Express as a delivery company poses and faces a bigger road risk as most of our riders and drivers spend most of their time on the road. Hence, our workforce has participated in the safety training of the newly drafted road-safety guidelines prepared by the Malaysian Institute of Road Safety Research (MIROS) which aimed to educate the p-hailing and e-hailing workforce to improve service quality while staying safe on the roads.


The drafted guidelines were then awarded the MS ISO 39001 certification during the closing ceremony by The Minister of Transportation. YB Loke Siew Fook hoped that the guidelines which are also in line with the United Nations Decade of Action for Road Safety Plan can help reduce the global rate of road fatality as road safety has always been among his biggest concern.


The Ministry of Finance announced in Budget 2022 that Low Value goods (LVG) not exceeding RM500 from abroad sold online by seller and delivered to consumers in Malaysia is subject to sales tax with effect from 1 January 2023.

This is to ensure level playing field and fair treatment between all LVG
purchased from overseas or locally. Therefore, any person who sells LVG through an online marketplace or operates online marketplace should make this guide as a reference

In the context of LVG, who is the seller? “Seller” means a person, whether inside or outside Malaysia, who: i. sells LVG on an online platform; or ii. operates an online marketplace for the sale and purchase of LVG.

How to register as RS?
A seller may apply for registration with effect from 1 January 2023. Application
shall be made via https://lvg.customs.gov.my
